A strip mall and car wash at Water Street and Branciforte Avenue. The proposal is to demolish the current structures and construct two buildings.

Status

The developer in 2024 submitted a revised proposal for a 100% affordable apartment complex. The project was advanced by the Santa Cruz City Council in December 2021. The developer needed to obtain building and demolition permits before construction could  begin. The Santa Cruz planning department received an earlier revised application from the developer in July 2021.

Walnut Creek-based developer Novin Development is the developer.

Project description

  • Total units: The 2021 proposal called for two buildings, at five stories and four stories. The project in total would include 140 rental units. 55-82 of those units would be rented to people who earn 80% or less of area median income.
  • Proponents and Opponents: Some residents in 2021 expressed concern about the project’s proposed density, height, lack of parking, increased traffic and shade on Belvedere Terrace homes behind the site. City leaders received many letters from residents who opposed this project.
  • Details: The 2021 proposal included a garage with 141 spaces. It also includes a rooftop community garden and putting green not open to the public.
