Status

Developer KB Home submitted a formal application for 100 townhomes on the property in January 2025. The application was not complete as of June 2025, said county spokesperson Tiffany Martinez.

Timeline

A separate application for a 160,000-square-foot, four-story medical complex with urgent care and other services was proposed at the site in 2022. In May 2023, Kaiser Permanente leaders said they would not purchase the property to pursue the project.

  • Total units: 100.
  • Unit types: Townhomes.
  • Height: Seventeen three-story buildings.
  • Details: “It’s too early in the application process to confirm” details about affordability, bedroom count, amenities and parking spaces, Santa Cruz County spokesperson Tiffany Martinez said in June 2025. “They are planning for 100 units, but please know that because the formal application isn’t deemed complete, details of this project can change,” she said.
  • Zoning: The property was zoned for up to 100 residential units in 2015.

Process

Once the application is completed, the project likely will go to the Santa Cruz County Board of Supervisors for a public hearing, Martinez said. The project will require a Land Division permit and a Site Development Permit with Design Review from the board, and require an amendment to Planned Unit Development Ordinance No. 5027, said Martinez.
