Project name: Si Se Puede Behavioral Health Center
Location: 161 Miles Lane, Watsonville
The site is at Miles Lane and Santa Clara Street next to the recently constructed Sparrow Terrace affordable housing complex. The residential substance use disorder treatment center is at the end of Santa Clara Street near Kimberly Lane.

Status
- Construction started in June 2024 and is expected to finish in 2026.
Project timeline
- The site was previously the location of a 24-bed residential treatment center, also called “Si Se Puede” and run by Encompass. The building was torn down and clients were relocated to another location in Watsonville in June 2024.
- An application for the new health center was filed in January 2019 in combination with the Sparrow Terrace affordable housing development at 141 Miles Lane. A public hearing was held in May 2020. The Watsonville City Council approved the project in June 2020.
Developer
- The site is being co-developed by MidPen Housing and Encompass Community Services. Encompass will be the sole manager of the site once built. “We hope to be able to refer clients to them and vice versa,” wrote Encompass Communications Consultant Renae Donus.
Project description
- Beds: 30.
- Size: There will be two buildings, a nearly 8,000 square feet residential treatment center and a nearly 4,000 square feet mental health outpatient center.
- Residential amenities: The residential treatment center will have a medical clinic, industrial kitchen, dining and recreational areas, intake room, exercise areas, an outdoor courtyard and computer space.
- Services: The center will offer mindfulness practices, acupuncture, nurse case management, weekly group support, and “clinic spaces for the delivery of Medication Assisted Treatment.
- Funding: About $18 million of a $19 million fundraising goal has been raised from donors, grants and loans as of July 2025. In May 2025, Encompass received a $4 million Behavioral Health Continuum Infrastructure Program grant from California Proposition 1 funding.
