Project name: Scotts Valley Town Center

Location: Near Bluebonnet Lane and Skypark

The site’s 58 acres are bounded by Mount Hermon Road, Skypark Drive, Bluebonnet Lane and commercial areas east of Kings Village Road. The land is mainly vacant from the former Skypark Airport.

Status

  • The federal government funded $1 million toward the purchase of land for the Town Center project, Scotts Valley leaders said in July 2025. An environmental review and a Town Center Specific Plan are in the works. 

Project timeline

  • Since the late 2000s, Scotts Valley leaders have envisioned a large development with shops and affordable housing.
  • Scotts Valley city leaders adopted a Town Center Specific Plan in 2008 to develop a mixed-use downtown on the site.
  • The City of Scotts Valley purchased several properties on the site from the City of Santa Cruz in December 2024. 

Project description

  • Total units: City leaders in 2024 described a vision with at least 300 homes. Zoning could allow for up to 657 homes.
  • Affordable units: City leaders said they wanted 25% of units offered below market rate.
  • Housing types: A 2024 vision included apartments with ground floor shops. 
  • Public amenities: A remodeled Skypark with a new amphitheater is in the 2024 vision.

  • A developer could be selected in late 2025 or early 2026, Scotts Valley City Manager Mali LaGoe wrote in a July 2025 statement.
