Project name: 2021 Chanticleer Ave. housing project

Location: 2021 Chanticleer Ave., Live Oak

The 1-acre lot is between Chanticleer Avenue County Park to the south and the Pelican Crest neighborhood to the north.

Status

  • As of July 2025, the Housing Authority of the County of Santa Cruz was working with an architect to draft preliminary plans that could take several months, said Tom Graham, deputy executive director of the housing authority.
  • An environmental assessment was published on a county website in June 2025. 
  • Developer New Horizons Affordable Housing and Development Inc. is set to purchase the land from another owner in August 2025.

Waitlist status

Housing authority leaders said it was too early to know if tenants would be drawn from a list. It is likely some will come from the Housing Choice Voucher (Section 8) waitlist, Graham said. That waitlist is closed, but is expected to open in the coming year, wrote Jenny Panetta, executive director of the housing authority, in a July email.

Project description

  • Total units: 30 to 54 rental units, including one manager’s unit. The project is expected to include a mix of apartment sizes, with about half of the units studios and one-bedrooms, and half two- and three-bedrooms. 
  • Affordable units: All units would be deed restricted to households who earn below 80% of Area Median Income for Santa Cruz County. State authorities set income limits annually.
  • Height: Three or four stories.
  • Parking: 46 to 70 parking spaces at the ground level.
  • Details: Elevator access will be provided to all levels. At least one community room would be built that could include a kitchen, fitness area, and business center. Community laundry rooms are expected on each floor. The project could include a 600-square-foot children’s play area.
  • Costs: The project is expected to cost about $32.5 million. As of June 2025, $7 million was funded by Department of Housing and Urban Development programs, including $4 million from its project-based voucher program.

Developer

New Horizons Affordable Housing and Development Inc. is the owner and developer, and will operate the site. They are a public benefit corporation organized exclusively to support the Housing Authority of the County of Santa Cruz.
